What Compliance Means After a Deep Clean
A deep clean is not just about making a property look good. Depending on the property type and jurisdiction, you may have legal obligations to document and verify the work. Post-clean compliance includes:
- Photographic evidence: Time-stamped before and after photos of every room. Essential for deposit disputes, insurance claims and letting-agent inspections.
- Cleaning completion certificates: A written record of what was cleaned, by whom, when, and to what standard. Professional cleaning companies should provide these automatically.
- Product safety documentation: Records of which cleaning products were used, particularly in properties with vulnerable occupants, food preparation areas or environmental restrictions.
- Waste disposal records: If hazardous waste, biohazard material or large volumes of rubbish were removed during the clean, you need disposal documentation from a licensed waste carrier.
Our deep cleaning service includes photo completion reports and documentation as standard on every job.
Airbnb Compliance Requirements for Hosts
Airbnb has specific cleaning and safety standards that hosts must meet to avoid listing suspension, reduced visibility or guest refund claims:
- Airbnb Enhanced Clean protocol: A 5-step process — prepare, clean, sanitise, check, reset. Hosts who commit to this standard receive a badge on their listing that increases booking conversion.
- Health and safety disclosures: You must disclose the presence of any potential hazards including carbon monoxide detectors, smoke alarms, fire extinguishers and first-aid kits. These must be functional and checked between guests.
- Short-term let licensing: In Scotland, all short-term lets require a licence from the local authority since October 2023. Edinburgh, Glasgow and Dundee all enforce this. In Northern Ireland, planning permission may be required. In London, the 90-day rule applies — you cannot let a property for more than 90 nights per year without planning permission.
- Fire safety: Linked smoke alarms, heat detectors in kitchens, and carbon monoxide detectors are mandatory in Scottish properties. London requires compliance with the Regulatory Reform (Fire Safety) Order 2005.
If you manage Airbnb properties in Edinburgh, our Edinburgh Airbnb cleaning service ensures your property meets Enhanced Clean standards on every turnover.
Scotland: Cleaning Compliance for Landlords & Hosts
Scotland has some of the UK's most detailed property compliance requirements. Here is what you need to know:
- Repairing Standard (Housing Scotland Act 2006): Landlords must ensure properties meet the Repairing Standard, which includes keeping the property in a reasonable state of repair, ensuring installations for water, gas and electricity are safe, and providing adequate fire detection. A professional clean before tenancy start is strongly advised to demonstrate compliance.
- HMO Licensing: Properties rented by three or more unrelated tenants need an HMO licence from the local authority. Inspections cover cleanliness, fire safety, room sizes and facilities. Edinburgh, Glasgow and Dundee councils all conduct pre-licence inspections.
- Short-Term Let Licensing (Scotland): Since October 2023, all short-term lets in Scotland require a licence. The application includes evidence of safety compliance, insurance and property condition. A professional clean and documented condition report strengthens your application.
- Energy Performance Certificates: Required for all lettings. While not directly cleaning-related, dirty or clogged heating systems, blocked ventilation and damp caused by poor maintenance can affect EPC ratings.
- Legionella risk assessment: Landlords must assess the risk of Legionella bacteria in water systems. Properties left empty for extended periods or with little-used showers and taps are higher risk. Running taps and showers during a deep clean helps mitigate this.
For Edinburgh-specific landlord requirements, see our Edinburgh Landlord Cleaning Requirements guide. We also cover end of tenancy cleaning in Edinburgh to the standards required by Scottish letting agents.
Northern Ireland: Cleaning Compliance for Landlords & Hosts
Northern Ireland has its own distinct regulatory framework for property compliance:
- Private Tenancies (NI) Order 2006: Landlords must ensure properties are fit for habitation, in good repair and have functioning installations. A documented professional clean at the start and end of each tenancy protects both parties.
- Tenancy Deposit Scheme (NI): Deposits must be registered within 28 days. Cleaning deductions are the most common cause of disputes. Having professional cleaning receipts, photo evidence and completion certificates gives you the strongest possible position.
- HMO Registration (NI): HMOs in Northern Ireland must be registered with the local council. Belfast City Council conducts inspections covering fire safety, cleanliness, room sizes and facilities. Properties must be maintained to a standard throughout the tenancy, not just at the start.
- Gas safety: Annual gas safety checks by a Gas Safe registered engineer are mandatory. Ensure gas appliances are clean and accessible before inspections.
- Fire safety: Smoke alarms on every floor, carbon monoxide detectors where solid fuel is used, and a fire blanket in the kitchen are minimum requirements.
- Short-term let regulations: Northern Ireland does not yet have a dedicated short-term let licensing scheme like Scotland, but planning permission may be required if a property is used exclusively for holiday lets. Belfast City Council has taken enforcement action against unlicensed change of use.
Our Belfast end of tenancy cleaning meets the standards required by Northern Ireland letting agents and deposit adjudicators. We also provide Airbnb cleaning in Belfast to platform-compliant standards.
London: Cleaning Compliance for Landlords & Hosts
London has the most complex compliance landscape in the UK, with borough-level variations on top of national regulations:
- Housing Act 2004 & HHSRS: The Housing Health and Safety Rating System assesses 29 hazards. Damp, mould, excess cold and fire are the most common. A thorough deep clean that addresses mould, ventilation and appliance cleanliness directly improves your HHSRS profile.
- HMO Licensing (London): Mandatory HMO licensing applies to all properties with five or more occupants forming two or more households. Many London boroughs also have additional licensing schemes covering smaller HMOs. Inspections assess cleanliness, fire safety, waste management and communal area maintenance.
- 90-Day Airbnb Rule: London properties cannot be short-let for more than 90 nights per calendar year without planning permission. Airbnb automatically enforces this on their platform. If you exceed 90 days, you need a planning application to your borough council.
- Selective Licensing: Several London boroughs (Newham, Barking & Dagenham, Waltham Forest, Haringey and others) operate selective licensing schemes requiring all privately rented properties to be licensed. Inspections include cleanliness and property condition.
- Energy efficiency: London rental properties must have a minimum EPC rating of E. Blocked ventilation, dirty heating systems and damp from poor maintenance can drag down EPC ratings.
For Airbnb properties in London, our London Airbnb cleaning ensures your property meets platform standards. For end of tenancy, our London end of tenancy service cleans to the standards expected by London letting agents.
Asbestos: Surveys, Awareness & What Cleaners Need to Know
Asbestos is present in a significant number of UK properties built or refurbished before 2000. It is a serious health hazard and has specific legal implications for property cleaning:
- Where asbestos is found: Artex ceilings, floor tiles, pipe insulation (lagging), boiler cupboards, garage roofs, textured wall coatings and behind old electrical storage heaters. Edinburgh tenement properties, Belfast terraced houses and London council-built flats are all high-risk property types.
- Duty to manage (non-domestic): Under the Control of Asbestos Regulations 2012, anyone with responsibility for maintaining non-domestic premises must manage asbestos. This includes commercial properties, HMOs and shared communal areas. You must identify whether asbestos is present, assess its condition, and manage or remove it.
- Domestic properties: There is no legal duty to survey domestic properties for asbestos, but if you are a landlord or host, awareness is essential. If a cleaner disturbs asbestos-containing materials — for example, scrubbing Artex ceilings, scraping floor tiles or disturbing pipe lagging — it becomes a serious health and legal incident.
- What to do before a deep clean: If your property was built before 2000, consider commissioning an asbestos survey before any deep cleaning or renovation work. A management survey identifies the presence and condition of asbestos. A refurbishment/demolition survey is needed before any intrusive work.
- If asbestos is found: Do not clean, disturb or remove it yourself. Engage a licensed asbestos removal contractor. OCS can coordinate with specialist asbestos removal firms across Edinburgh, Belfast and London. After removal, we carry out the post-remediation deep clean to make the property habitable again.
If you suspect asbestos in your property, contact us and we can advise on next steps before any cleaning work begins.
Environmental Cleaning: What It Is & When You Need It
Environmental cleaning goes beyond standard domestic or commercial cleaning. It covers situations where the cleaning itself has health, safety or regulatory implications:
- Biohazard cleaning: Properties affected by unattended death, crime scenes, hoarding, sewage leaks or infectious disease contamination. Requires specialist PPE, controlled waste disposal and documented decontamination protocols.
- Mould remediation: Persistent mould in bathrooms, kitchens, basements and windowsills is a health hazard. Edinburgh tenement properties and Belfast terraced houses are particularly vulnerable due to older ventilation systems. Mould remediation involves identifying the source (usually condensation or water ingress), treating and removing visible mould, applying anti-fungal treatments and improving ventilation. Landlords have a legal obligation to address mould under both Scottish and Northern Irish housing law.
- Post-flood and water damage cleaning: After burst pipes, roof leaks or flooding, rapid cleaning prevents secondary damage from mould, bacteria and structural decay. Includes water extraction, surface decontamination, drying and restoration cleaning.
- Needle and sharps removal: Properties used for substance misuse, or communal areas in city-centre buildings. Requires specialist collection and disposal via clinical waste channels.
- Industrial and site cleaning: Post-construction, post-renovation and post-fire cleaning. Includes dust suppression, debris removal, chemical decontamination and surface restoration.
OCS provides environmental cleaning services from small single-property jobs to large multi-site contracts. Whether it is a mould-affected flat in Edinburgh, a post-incident clean-up in Belfast or a post-renovation deep clean in London, we have the equipment, training and waste-disposal partnerships to handle it.

Compliance Checklist: What to Do After Every Deep Clean
Use this checklist after every deep clean to ensure you are fully compliant, whether the property is in Scotland, Northern Ireland or London:
- Photo documentation: Time-stamped photos of every room, before and after. Store for at least 12 months.
- Completion certificate: Written confirmation of the work completed, the date, the team and the standard achieved. Keep a copy for your records and provide one to the tenant, agent or platform.
- Product log: Record which cleaning products were used. Important for allergy-sensitive properties, food-preparation areas and commercial premises.
- Waste disposal: If any hazardous or bulk waste was removed, retain the waste transfer note from the licensed waste carrier.
- Safety device check: Verify that all smoke alarms, heat detectors, carbon monoxide detectors and fire extinguishers are functional. Replace batteries if needed.
- Ventilation check: Ensure extractor fans, air vents and trickle vents are clean and unobstructed. Poor ventilation causes damp and mould — the most common compliance failure.
- Appliance check: Confirm all appliances (oven, hob, fridge, washing machine, dishwasher) are clean and functional. Note any faults for the landlord or property manager.
- Access security: Confirm the property is locked, keys returned to the lockbox or agent, and any access codes scrambled after use.
- Report submission: Send the completion report (photos + certificate) to the property owner, letting agent or Airbnb host within 30 minutes of leaving the property.
Our cleaning teams follow this checklist on every deep clean, end of tenancy and Airbnb turnover. Every client receives a documented completion report.
